QCVN 16:2023/BXD stipulates limits on technical characteristics and management requirements for construction materials and products listed in Table 1, Part 2, classified as Group 2 under the Law on Product and Goods Quality. These products are manufactured domestically, imported, traded, circulated on the market, and used in construction works within the territory of Vietnam.
This regulation does not apply to imported construction materials and products in the form of advertising samples without use value; research samples; testing samples; or temporarily imported goods for display and introduction at fairs and exhibitions.
Organizations and individuals involved in the production, import, trading, and use of construction materials and products; conformity assessment bodies conducting testing and certification; and state management authorities related to the quality of construction materials and products.
This regulation defines technical limits and management requirements for construction materials and products listed in Table 1, Part 2, classified as Group 2 under the Law on Product and Goods Quality (hereinafter referred to as construction materials and goods). These goods are manufactured domestically, imported, traded, circulated on the market, and used in construction works within Vietnam.
This regulation does not apply to imported construction materials in the form of advertising samples without use value; research samples; testing samples; temporarily imported goods for display at fairs or exhibitions; temporarily imported goods for re-export not consumed or used in Vietnam; goods exchanged by border residents, gifts within tax-free limits; goods in transit, transshipment, or transfer; goods serving urgent requirements under Government direction; and specialized goods serving national defense and security purposes.
QCVN 16:2023/BXD takes effect from January 1, 2024, replacing QCVN 16:2019/BXD issued together with Circular No. 19/2019/TT-BXD dated December 31, 2019 of the Minister of Construction. According to the list of products requiring certification under QCVN 16:2023/BXD, concrete roof tiles are subject to mandatory certification.
Construction materials and products must ensure safety during transportation, storage, preservation, and use. When circulated on the market, domestically manufactured products must obtain a Certificate of Conformity and a Notice of Receipt of Conformity Declaration dossier from local inspection authorities. Imported goods must obtain a Certificate of Conformity.
Organizations and individuals involved in production, import, trading, and use must correctly declare product types according to the list specified in Table 1, Part 2 of this regulation. In cases where product classification is unclear, relevant parties must cooperate with conformity certification bodies or testing organizations to determine the product type.
Construction materials and goods produced or imported as specified in Table 1, Part 2 of this regulation are subject to management measures based on certification results issued by registered or accredited certification bodies in accordance with legal regulations.
The conformity mark may be affixed directly on the product, packaging, product label, or included in the product quality certificate or technical documentation in accordance with regulations on conformity marking as stipulated in Circular No. 28/2012/TT-BKHCN and Appendix IX issued together with Circular No. 26/2019/TT-BKHCN.
Compared with QCVN 16:2019/BXD, the updated regulation adds several construction materials and products required to declare conformity before market circulation, including:
Concrete paving blocks
Wall materials (lightweight sandwich panels; reinforced autoclaved aerated concrete panels)
Roofing tiles (fired clay tiles; glazed ceramic tiles; concrete tiles)
Sanitary ware (washbasins; wall-hung urinals; female urinals; water closets)
Construction glass (heat-absorbing tinted glass; reflective coated glass; low-emissivity (Low-E) glass)
Decorative and finishing materials (wood-based panels: fiberboard, particleboard, laminated boards)
Ductile iron pipes and fittings for water supply systems
Steel cable ladder and cable tray systems used in electrical installations
Conduits and fittings for protection and installation of indoor electrical wiring
Decorative materials: finished wallpaper, vinyl wallpaper, plastic wallpaper
