Electrical and Electronic Products Subject to Mandatory QCVN 4:2009/BKHCN Certification

QCVN 4:2009/BKHCN is the National Technical Regulation on safety for electrical and electronic equipment. It stipulates safety and management requirements for equipment listed in the Appendix of this Technical Regulation.

QCVN 4:2009/BKHCN applies to organizations and individuals involved in the production, import, distribution, and retail of electrical and electronic equipment specified in the Appendix, as well as state management agencies and other relevant entities.

Overview

Based on the certification requirements of QCVN 4:2009/BKHCN (National Technical Regulation on safety for electrical and electronic equipment), issued under Circular No. 21/2009/TT-BKHCN dated September 30, 2009, and effective from October 15, 2009, it is mandatory for designated "electrical and electronic products" to obtain conformity certification.

List of "Electrical and Electronic" Products Requiring Certification and Declaration of Conformity

  • Instantaneous water heaters: Technical indicators tested according to national standard TCVN 5699-2-35:2007 (IEC 60335-2-35:2005).

  • Storage water heaters: Must comply with TCVN 5699-2-21:2007 (IEC 60335-2-21:2004) – Household and similar electrical appliances. Particular requirements for storage water heaters.

  • Hair dryers and other hair care appliances: Must comply with TCVN 5699-2-23:2007 (IEC 60335-2-23:2005) – Household and similar electrical appliances. Particular requirements for appliances for skin or hair care.

  • Electric kettles: Must comply with TCVN 5699-2-15:2007 (IEC 60335-2-15:2005) – Household and similar electrical appliances. Particular requirements for appliances for heating liquids.

  • Rice cookers: Must comply with TCVN 5699-2-15:2007 (IEC 60335-2-15:2005) – Household and similar electrical appliances. Particular requirements for appliances for heating liquids.

  • Electric fans: Must comply with TCVN 5699-2-80:2007 (IEC 60335-2-80:2005) – Household and similar electrical appliances. Particular requirements for fans.

  • Electric irons: Must comply with TCVN 5699-2-3:2006 (IEC 60335-2-3:2005) – Household and similar electrical appliances. Particular requirements for electric irons.

  • Microwave ovens: Must comply with TCVN 5699-2-25:2007 (IEC 60335-2-25:2005) – Household and similar electrical appliances. Particular requirements for microwave ovens, including combination microwave ovens.

  • Electric ovens and portable grills: Must comply with TCVN 5699-2-9:2004 (IEC 60335-2-9:2002, Adm.1:2004) – Household and similar electrical appliances. Particular requirements for grills, toasters, and similar portable cooking appliances.

  • PVC insulated cables with rated voltage up to and including 450/750V: Must comply with TCVN 6610-1:2007 (IEC 60227-1:1998) – Polyvinyl chloride insulated cables. Part 1: General requirements; and TCVN 6610-3:2000 (IEC 60227-3:1997) – Part 5: Flexible cables (cords).

  • Electric immersion heaters: Must comply with TCVN 5699-2-74:2005 (IEC 60335-2-74:2002) – Household and similar electrical appliances. Particular requirements for electric immersion heaters.

  • Tea and coffee makers: Must comply with TCVN 5699-2-15:2007 (IEC 60335-2-15:2005) – Household and similar electrical appliances. Particular requirements for appliances for heating liquids.

  • Hand dryers: Must comply with TCVN 5699-2-23:2007 (IEC 60335-2-23:2005) – Household and similar electrical appliances. Safety. Part 2-23: Particular requirements for appliances for skin or hair care.

Documentation for Declaration of Conformity

Registration form for conformity declaration (for domestically produced equipment) according to Circular No. 28/2012/TT-BKHCN (Form 2 CBHC/HQ in Appendix III) of the Ministry of Science and Technology.

The dossier includes:

  • Declaration of Conformity;

  • General description of products/goods (features, functions, uses, etc.);

  • Test and calibration results (if any) from an accredited laboratory;

  • Production process and quality control plan, or a copy of ISO 9001 certification if the organization has a certified quality management system;

  • Periodic monitoring plan;

  • Conformity assessment report including: The object of certification;

  • (Number and name of) technical documents used as the basis for certification;

  • Name and address of the conformity assessment organization;

  • Conformity assessment method used (Method 5: Evaluation of both system and product; or Method 7: Batch-based product evaluation);

  • Description of the assessment process (sampling, evaluation, duration, etc.) and necessary explanations (e.g., reasons for choosing specific sampling/evaluation methods);

  • Assessment results (including deviations and acceptance levels);

  • Other supplementary information and related documents.

Steps for Certification and Declaration of Conformity

Electrical and electronic equipment must be evaluated and certified according to Method 5: "Typical sample testing and production process assessment; monitoring based on testing samples taken from the production site or the market."

In cases where imported electrical and electronic equipment in batches has not been certified via Method 5, it must undergo Method 7: "Testing and evaluation of specific batches of products and goods."
