QCVN 9:2012/BKHCN is the National Technical Regulation on electromagnetic compatibility for household electrical and electronic equipment and similar purposes.

On April 12, 2012, the Minister of Science and Technology promulgated the National Technical Regulation QCVN 9:2012/BKHCN together with Circular No. 11/2012/TT-BKHCN.

This regulation specifies technical and management requirements regarding limits of electromagnetic emissions from household electrical and electronic equipment and similar purposes. QCVN 9:2012/BKHCN applies to enterprises, including organizations and individuals manufacturing, importing, distributing, and retailing electrical and electronic equipment, as well as state management agencies and other related entities.

Household electrical and electronic equipment and similar-purpose equipment are devices directly connected, or connected via sockets or switching devices, to low-voltage power sources, used in households, commercial environments, and similar locations.

Electrical and electronic equipment circulating on the market must bear goods labels in accordance with legal regulations on goods labeling; must undergo conformity certification, bear the conformity mark (CR mark), and be subject to market inspection by competent product and goods quality inspection authorities.

Certification at ISSQ Institute

The Institute for Standards and Quality Development Research (ISSQ Institute) is a certification body licensed by the Directorate for Standards, Metrology and Quality under the Ministry of Science and Technology.

Currently, ISSQ operates in various science and technology fields, including conformity certification activities for QCVN 9:2012/BKHCN.

For QCVN 9:2012/BKHCN certification, domestically manufactured, imported, and traded electrical and electronic equipment must be certified according to Method 1 (typical sample testing) as stipulated in the “Regulations on certification of conformity to standards, certification of conformity to technical regulations, and declaration of conformity” issued together with Decision No. 24/2007/QĐ-BKHCN dated September 28, 2007 by the Minister of Science and Technology. In addition, sample testing must be conducted by designated or recognized third-party laboratories.

• Blenders; juicers; meat grinders; mixers
• Microwave ovens (including combination types)
• Electric cookers (including induction cookers)

Manufacturers of electrical and electronic equipment, after obtaining conformity certification, must register the declaration of conformity at the local Department of Standards, Metrology and Quality where the enterprise is registered, in accordance with Decision No. 24/2007/QĐ-BKHCN dated September 28, 2007.

Importers of electrical and electronic equipment, after obtaining conformity certification, must register for quality inspection at inspection agencies in accordance with Circular No. 17/2009/TT-BKHCN dated June 18, 2009 of the Ministry of Science and Technology guiding procedures for inspection of imported goods quality.
