QCVN 4:2009/BKHCN defines safety and management requirements for electrical and electronic equipment listed in the Appendix of this regulation. This list may be amended, supplemented, or annulled by decision of the Minister of Science and Technology.
This regulation applies to organizations and individuals involved in the production, import, distribution, and retail of electrical and electronic equipment specified in the Appendix, as well as state management agencies and other relevant organizations and individuals.
QCVN 4:2009/BKHCN is the National Technical Regulation on Safety for Electrical and Electronic Appliances. It was issued alongside Circular No. 21/2009/TT-BKHCN on September 30, 2009, by the Minister of Science and Technology. Effective from October 15, 2009, this regulation mandates that all products categorized as "electrical and electronic appliances" must obtain Conformity Certification.
Instantaneous water heaters: Must comply with TCVN 5699-2-35:2007 (IEC 60335-2-35:2005) – Household and similar electrical appliances. Particular requirements for instantaneous water heaters.
Storage water heaters: Must comply with TCVN 5699-2-21:2007 (IEC 60335-2-21:2004) – Household and similar electrical appliances. Particular requirements for storage water heaters.
Hair dryers and other hair care appliances: Must comply with TCVN 5699-2-23:2007 (IEC 60335-2-23:2005) – Household and similar electrical appliances. Particular requirements for appliances for skin or hair care.
Electric kettles: Must comply with TCVN 5699-2-15:2007 (IEC 60335-2-15:2005) – Household and similar electrical appliances. Particular requirements for appliances for heating liquids.
Rice cookers: Must comply with TCVN 5699-2-15:2007 (IEC 60335-2-15:2005) – Household and similar electrical appliances. Particular requirements for appliances for heating liquids.
Electric fans: Must comply with TCVN 5699-2-80:2007 (IEC 60335-2-80:2005) – Household and similar electrical appliances. Particular requirements for fans.
Electric irons: Must comply with TCVN 5699-2-3:2006 (IEC 60335-2-3:2005) – Household and similar electrical appliances. Particular requirements for electric irons.
Microwave ovens: Must comply with TCVN 5699-2-25:2007 (IEC 60335-2-25:2005) – Household and similar electrical appliances. Particular requirements for microwave ovens, including combination microwave ovens.
Electric ovens and portable grills: Must comply with TCVN 5699-2-9:2004 (IEC 60335-2-9:2002, Adm.1:2004) – Household and similar electrical appliances. Particular requirements for grills, toasters, and similar portable cooking appliances.
PVC-insulated cables (rated voltage up to 450/750V): Must comply with TCVN 6610-1 (General requirements), TCVN 6610-3 (Non-sheathed cables for fixed wiring), TCVN 6610-4 (Sheathed cables for fixed wiring), and TCVN 6610-5 (Flexible cables/cords).
Immersion heaters: Must comply with TCVN 5699-2-74:2005 (IEC 60335-2-74:2002) – Household and similar electrical appliances. Particular requirements for portable immersion heaters.
Tea or coffee makers: Must comply with TCVN 5699-2-15:2007 (IEC 60335-2-15:2005) – Household and similar electrical appliances. Particular requirements for appliances for heating liquids.
Hand dryers: Must comply with TCVN 5699-2-23:2007 (IEC 60335-2-23:2005) – Household and similar electrical appliances. Safety. Part 2-23: Particular requirements for appliances for skin or hair care.
Registration Note: After receiving certification, manufacturers and importers must register their Declaration of Conformity at the local Department of Standards, Metrology, and Quality where their business is registered, pursuant to Decision No. 24/2007/QĐ-BKHCN.
The application file for electrical and electronic equipment includes:
Registration Form for Declaration of Conformity (for domestic products) or Quality Inspection Registration Form (for imported products).
Product Description: (Name, functions, basic technical specifications, list or invoices of raw materials and main components, etc.).
Overall Color Photos: Comprehensive views (front, top, side), power plug (if applicable), trademarks, and labels showing technical specifications.
User Manual/Instructions for Use.
Copy of the Conformity Certificate.
Notice of Changes: Any changes in design, raw materials, or manufacturing technology compared to the registered dossier.

Method 5: Type testing and factory production process assessment; surveillance via samples from the site or market. (For domestic manufacturers).
Method 7: Testing and evaluation of specific lots/batches of goods. (For importers).
Validity:
The Certificate of Conformity is valid for 3 (three) years.
Surveillance Audits: Conducted by ISSQ every 9 months (3 times during the certificate's validity).
Renewal: Costs for re-evaluation and re-issuance after the 3rd year are calculated as annual maintenance fees.
