The regulation specifies technical limits for products listed in Table 1, Part 2 (Group 2 goods) used in Vietnam. Exemptions include:

• Samples for advertising, research, or testing.

• Goods for exhibition/fairs.

• Temporary import/re-export goods not consumed in Vietnam.

• Border resident exchanges and gifts within tax-free limits.

• Goods in transit or transshipment.

• Emergency goods (per Government order) and specialized goods for defense/security.

Effective Date: QCVN 16:2023/BXD took effect on January 1, 2024, replacing QCVN 16:2019/BXD.

• Roofing tiles: Clay tiles; Glazed ceramic tiles; Concrete tiles.

• Sanitaryware: Sinks; Wall-hung urinals; Bidets; Pedestal toilets.

• Construction Glass: Heat-absorbing tinted glass; Reflective coated glass; Low-E glass.

• Artificial Wood Panels: Fiberboard; Particleboard; Glued laminated timber.

• Ductile iron pipes and fittings for water supply systems.

• Cable ladder and tray systems (iron or steel) for electrical installations.

• Conduits and fittings for protecting electrical wiring in buildings.

• Decorative materials: Wallpapers (finished, vinyl, and plastic).
