Certification of Wall Panel Products in Conformity with QCVN 16:2023/BXD Technical Regulation

QCVN 16:2023/BXD specifies the limits of technical characteristics and management requirements for construction material products and goods classified as Group 2 under the Law on Product and Goods Quality, including those manufactured domestically, imported, traded, circulated in the market, and used in construction works within the territory of Vietnam.

This regulation does not apply to imported construction material products in the form of samples for advertising without use value; research samples; testing samples; or temporarily imported goods for display and introduction at fairs and exhibitions.

Overview

What are Wall Panel Products?

Wall panels are construction material products commonly made from bricks, concrete mixtures, or gypsum. Currently, wall panel materials are becoming increasingly popular due to advantages such as sound insulation, thermal insulation, fire resistance, lightweight facilitating transportation and installation, and outstanding waterproofing and heat resistance.

On June 30, 2023, Deputy Minister Nguyen Van Sinh signed Circular No. 04/2023/TT-BXD promulgating QCVN 16:2023/BXD. Accordingly, wall panel construction materials are classified into Group 2 goods — products potentially causing harm that must obtain certification of conformity and declaration of conformity before being circulated in the market.

Similar to other construction material products, wall panels are diverse in types, designs, and dimensions. However, according to the regulation, there are three product groups with the following technical requirements:

1. Precast Hollow Concrete Wall Panels (Extrusion Technology)

Precast concrete panels manufactured by extrusion technology with hollow cores running through the panel length, used in building houses and construction works.

2. Lightweight Three-Layer Sandwich Wall Panels

Consist of two outer fiber-cement boards and a core layer made of polystyrene lightweight concrete or fiber-reinforced cellular lightweight concrete that bonds after curing.

3. Autoclaved Aerated Concrete (AAC) Panels

Manufactured from cement, fine sand or fly ash, lime, gypsum, aluminum powder as gas-forming agent, and concrete additives.

QCVN 16:2023/BXD officially takes effect from January 1, 2024. Therefore, organizations and enterprises producing and trading wall panels — especially the newly added product groups of lightweight three-layer sandwich panels and reinforced AAC wall panels — must conduct certification in accordance with the promulgated regulation.
