The National Technical Regulation QCVN 16:2023/BXD specifies technical characteristic limits and management requirements for construction material products and goods classified as Group 2 under the Law on Product and Goods Quality. These products are manufactured domestically, imported, traded, circulated on the market, and used in construction works within the territory of Vietnam.
This regulation does not apply to imported construction material products in the form of samples for advertising with no use value; research samples; testing samples; or temporarily imported goods for display and introduction at trade fairs and exhibitions.

Paint is one of the construction material products subject to conformity certification under QCVN 16:2023/BXD, which sets technical safety requirements for products in relation to human health and the environment.
Below, the Institute for Standards and Quality Development Studies (ISSQ) provides an overview of conformity certification for paint in accordance with QCVN 16:2023/BXD.

On June 30, 2023, the Ministry of Construction issued Circular No. 04/2023/TT-BXD promulgating the National Technical Regulation on construction material products and goods (QCVN 16:2023/BXD).
Accordingly, QCVN 16:2023/BXD takes effect from January 1, 2024, replacing QCVN 16:2019/BXD issued together with Circular No. 19/2019/TT-BXD dated December 31, 2019.
Therefore, construction material products subject to regulation must obtain conformity certification and make a declaration of conformity before being circulated on the market.
According to QCVN 16:2023/BXD, the paint products required to obtain conformity certification include:
Emulsion wall paint – topcoat.
Other types of paint such as epoxy paint, alkyd paint, emulsion wall primer, etc., are not required to obtain conformity certification but must still declare product quality according to Vietnamese Standards (TCVN).
Certified paint products must bear the conformity mark on packaging, product labels, and promotional materials, indicating compliance with national technical regulations and assuring quality for partners and customers.
According to QCVN 16:2023/BXD, emulsion wall paint must obtain conformity certification and make a declaration of conformity before being marketed.
Emulsion wall paint is a water-based paint system dispersed or dissolved in water, used for finishing and decorating construction works. It serves as a protective and decorative finishing coat for interior and exterior walls.
Domestically manufactured or imported emulsion wall paints intended for commercial distribution in Vietnam must be certified. This requirement does not apply to sample paints, display products, or transit goods.
Key requirements include:
Certification methods: Manufacturers and importers may choose Assessment Method 5 or Method 7 in accordance with Circular No. 28/2012/TT-BKHCN dated December 12, 2012 issued by the Ministry of Science and Technology.
Waterproofing materials and joint sealants are also covered, excluding emulsion primer paints.
Enterprises applying Method 5 certification must implement a quality management system compliant with ISO 9001:2015.
After obtaining conformity certification, enterprises must carry out the declaration of conformity before placing products on the market.
Required documentation includes:
Notarized conformity certificate
Notarized business registration license
Declaration of conformity form (Circular 28/2012/TT-BKHCN)
Paint test reports
Letter of authorization/introduction
Additional documents upon request by authorities
Within approximately 5 working days after submission to the Department of Construction, enterprises will receive confirmation of conformity declaration.
