Lubricant Certification in Compliance with QCVN 14:2018/BKHCN

National Technical Regulation QCVN 14:2018/BKHCN specifies the limits for technical indicators and quality management requirements for lubricants used in internal combustion engines (applicable to both 4-stroke and 2-stroke engines).

QCVN 14:2018/BKHCN does not apply to internal combustion engine lubricants used for security and defense purposes.

The current market is flooded with counterfeit and substandard lubricants, leaving users confused about brand reliability. To address this, active oversight by State authorities helps guarantee product excellence.

Since December 15, 2018, all internal combustion engine lubricants must be certified and declared in conformity with QCVN 14:2018/BKHCN. To help organizations, enterprises, and individuals better understand these regulations, the ISSQ Institute of Quality has summarized the essential information below.

Which Types of Engine Lubricants Require Certification?

Internal combustion engine lubricants include those used for 4-stroke and 2-stroke engines. Conformity certification applies to the following:

  • Mineral Oil: Produced primarily from petroleum through distillation and processing.

  • Synthetic Oil: Created via chemical reactions from base compounds.

  • Semi-synthetic Oil: A blend of mineral and synthetic oils.

  • 4-stroke Engine Oil: Specifically for 4-cycle internal combustion engines.

  • Additives: Inorganic/organic compounds or chemical elements added to enhance performance.

Important Note: Certification is mandatory only for lubricants produced, blended, imported, traded, or circulated within the Vietnamese market. It is not required for imported samples (for testing/fairs), exhibition items, temporary imports for re-export, or goods in transit.

Certified products must bear the CR conformity mark before entering the market. Lubricants used specifically for national defense and security are exempt from this regulation.

Why Declare Certification for QCVN 14:2018/BKHCN?

In internal combustion engines, lubricants serve to ensure smooth piston movement, cool the engine, seal components to prevent pressure loss, clean carbon deposits, and protect metal parts from rust. Using substandard or inappropriate oil can lead to severe engine damage.

Therefore, a Declaration of Conformity is essential to verify quality before the product reaches the consumer.

Responsibilities for Implementation

Organizations and individuals importing, producing, or blending lubricants:

  • Must perform a Declaration of Conformity.

  • Must declare applicable standards (TCAD), which must not contradict the requirements of QCVN 14:2018/BKHCN.

Step-by-Step Conformity Certification Procedure

  • Step 1: Establish a Quality Management System for production (for facilities without one).

  • Step 2: Evaluate the production quality control process.

  • Step 3: Perform type testing on product samples.

  • Step 4: Verify documentation and inspection results.

  • Step 5: Issue the Certificate of Product Quality in compliance with QCVN 14:2018/BKHCN.
