National Technical Regulation QCVN 4:2009/BKHCN is the Vietnamese standard for the safety of electrical and electronic equipment. It sets forth safety and management requirements for devices listed in the Appendix of this Regulation.
This regulation applies to organizations and individuals involved in the production, import, distribution, and retail of regulated electrical and electronic devices, as well as state management agencies and other relevant parties.
Currently, QCVN 4:2009/BKHCN Certification is a mandatory requirement for any entity operating in the production, import, or distribution of electrical and electronic equipment.
Below, the ISSQ Institute of Quality provides an overview of the benefits and requirements of QCVN 4:2009/BKHCN Certification.
This is a Declaration of Conformity for electrical and electronic equipment. It serves as evidence that manufacturers and importers of electronic components and finished products have followed standardized quality processes, ensuring safety for users and compliance with the National Technical Regulation QCVN 4:2009/BKHCN.
Market Circulation: Electrical and electronic devices must feature goods labels in accordance with legal regulations.
Compliance: Products must be certified under QCVN 4:2009/BKHCN and are subject to inspection by quality control authorities.
To obtain QCVN 4:2009/BKHCN Certification, the following documents are required:
Registration Form: For domestic products, as per Decision No. 24/2007/QD-BKHCN; or a Quality Inspection Registration for imported goods, as per Circular 17/2009/TT-BKHCN.
Product Description: Name, function, basic technical specifications, and a list of main materials/components.
Color Photos: Comprehensive exterior views including top, front, side, power plug (if applicable), brand logo, and technical specification labels.
User Manual.
Copy of the Conformity Certificate.
Notice of Changes: Any updates regarding design, materials, or manufacturing technology compared to the registered dossier.
Brand Reputation: Helps businesses continuously improve quality management systems and enhance their image in domestic and international markets.
Safety Assurance: Ensures products meet safety standards right from the production stage.
Legal Compliance: Serves as proof of compliance with state laws regarding "Group 2" products (potentially unsafe products).
Operational Efficiency: Acts as a tool to control the production process, maintain stable quality, and reduce waste/defective products.
Marketing Tool: Builds trust with customers and partners, leading to increased purchasing power.
Market Access: Helps foreign enterprises overcome technical barriers to enter the Vietnamese market more easily.
Social Responsibility: Demonstrates a commitment to community safety and environmental protection.
The Conformity Certificate for electrical and electronic equipment is valid for 03 years from the date of issue.
During this period, the Certification Body will conduct periodic surveillance audits to ensure the business remains compliant with all regulatory requirements.
According to Circular 28/2012/TT-BKHCN, the following 13 product categories must be certified and registered before circulating on the market:
Instantaneous water heaters
Immersion water heaters
Tea or coffee makers
Electric hand dryers
Water heaters and hot water storage tanks
Hair dryers and other hair-dressing appliances
Electric kettles
Rice cookers
Electric fans
Electric irons
Microwave ovens
Electric grills and portable electric ovens
PVC-insulated cables with rated voltages up to and including 450/750 V
