QCVN 8:2020/BCT specifies technical requirements, testing methods, and management regulations regarding lead content in paints manufactured, imported, and traded within the territory of Vietnam. Lead content is the percentage by mass of lead (calculated as metallic lead (Pb)) existing in all elemental and compound forms in paint.
According to experts and paint manufacturers, compliance with regulations on lead content is necessary to prevent incidents and ensure safe use. Up to now, countries around the world have strictly controlled lead content in paints. Since July 1, 2022, paint products have been required to obtain conformity certification for lead content in paints according to QCVN 08:2020/BCT.

Paint is a material used to coat product surfaces to provide high aesthetic value. Lead is used as a solvent in paint formulation because it possesses many specialized properties that enhance paint performance. However, when exposed to certain levels, lead is toxic to both humans and animals. Therefore, Vietnam has issued regulations regarding the maximum allowable lead content in paints. For this reason, conformity certification of paints according to QCVN 08:2020/BCT is essential.
The enterprise needs to provide the necessary information according to the requirements of ISSQ Quality Institute in order to register for conformity certification of lead content limits in paints.
Based on the information provided by the enterprise, ISSQ Quality Institute will prepare the certification contract.
For domestic manufacturers, the organization will conduct a preliminary assessment and inspection of production conditions.
For importing enterprises, experts will review import dossiers.
For domestic manufacturing enterprises, the organization will conduct a thorough assessment of production conditions and collect samples at the manufacturing site or from the market.
For importing enterprises, experts will inspect shipment dossiers and collect actual samples from shipments for testing.
The Certificate of Conformity for paints in compliance with QCVN 08:2020/BCT is valid for 3 years.
The enterprise must undergo 2 assessments within a 3-year period to maintain the validity of the Certificate of Conformity for paints in compliance with QCVN 08:2020/BCT. During the 3-year validity period of the certificate, ISSQ Quality Institute will conduct surveillance assessments every 12 months.
After the 3-year validity period expires, the enterprise must undergo recertification assessment. The recertification process will be similar to the initial assessment, and the newly issued certificate will remain valid for another 3 years.

On December 21, 2020, the Ministry of Industry and Trade issued Circular No. 51/2020/TT-BCT regarding the National Technical Regulation QCVN 08:2020/BCT on lead content in paints.
