Regulation QCVN 16:2023/BXD specifies the limit levels of technical characteristics and management requirements for construction material products and goods in Group 2 as prescribed in the Law on Quality of Products and Goods, which are domestically produced, imported, traded, circulated on the market, and used in construction works within the territory of Vietnam.
This regulation does not apply to construction material products and goods imported as samples for advertising purposes with no use value; samples for research; samples for testing; or goods temporarily imported for display and introduction at trade fairs and exhibitions.
On June 30, 2023, the Ministry of Construction issued Circular 04/2023/TT-BXD on the Promulgation of National Technical Regulations for construction material products and goods according to QCVN 16:2023/BXD. According to Circular 04/2023/TT-BXD, Technical Regulation QCVN 16:2023 takes effect from January 1, 2024, replacing Technical Regulation QCVN 16:2019/BXD (promulgated under Circular No. 19/2019/TT-BXD dated December 31, 2019, by the Minister of Construction). Therefore, it is mandatory for construction material products to obtain regulation conformity certification and declaration of conformity before being circulated on the market.

Method 5: Type testing and factory production control (FPC) assessment; surveillance through testing samples taken at the production site or on the market combined with FPC assessment. Applied to domestic manufacturing enterprises with ISO 9001:2015 Quality Management System certification.
Method 7: Testing and assessment of specific batches of products/goods. Applied to enterprises importing products from abroad.
The Regulation Conformity Certificate is valid for 3 (three) years.
During the validity period, the ISSQ Institute will conduct 3 surveillance audits (once every 12 months).
The cost of assessment and re-issuance of the certificate after the 3rd year is calculated as an annual maintenance fee.
