Lubricants for internal combustion engines must comply with technical regulations such as viscosity classification, mandatory physico-chemical parameters and their limit values, additive requirements, and labeling regulations in accordance with current laws.
This technical regulation applies to organizations and individuals involved in importing, manufacturing, blending, distributing, and retailing lubricants for internal combustion engines in Vietnam.
It also applies to state management agencies and other relevant organizations and individuals.
This technical regulation specifies technical parameter limits and quality control requirements for lubricants used in internal combustion engines.
This regulation does not apply to lubricants used for security and national defense purposes.
Viscosity classification: Kinematic viscosity grades of internal combustion engine lubricants must comply with the standards declared by the manufacturer.
Mandatory physico-chemical indicators: Internal combustion engine lubricants must meet the specified parameters and limit values prescribed in this technical regulation.
Additives: Additives used in lubricant blending must comply with safety, health, and environmental requirements, and must not cause damage to engines or to storage, preservation, transportation, and distribution systems.
Labeling: Lubricants circulated on the market must comply with current labeling regulations.
Lubricants manufactured, blended, or imported must be declared for conformity and affixed with the CR conformity mark before being circulated on the market.
Conformity declaration shall be based on certification results issued by a certification body.
Domestic lubricants shall apply conformity certification Method 5 or Method 7.
Imported lubricants shall apply conformity certification Method 7.
Lubricants used for four-stroke and two-stroke engines, gasoline engines, diesel engines, or engines using both gasoline and diesel must comply with performance classifications declared by the manufacturer (in accordance with national, regional, or international standards).
Lubricant testing is regulated under the National Technical Regulation on lubricants for internal combustion engines – QCVN 14:2018/BKHCN, issued by the Ministry of Science and Technology.
Accordingly, lubricants produced, blended, or imported must be declared in conformity with applicable regulations and must bear the CR mark before being marketed.
The conformity declaration must comply with Circular No. 28/2012/TT-BKHCN and its amendments.
Therefore, lubricant testing in compliance with QCVN 14:2018/BKHCN is a mandatory requirement before products are placed on the market.
Importers, manufacturers, and blending entities must declare applicable standards that are not contrary to QCVN 14:2018/BKHCN and ensure product quality compliance.
They must carry out conformity declaration procedures in accordance with QCVN 14:2018/BKHCN.
Distributors and retailers must ensure lubricant quality complies with this technical regulation.
