ISSQ Institute Conducts Lubricant Testing in accordance with QCVN 14:2018/BKHCN

Overview

QCVN 14:2018/BKHCN was developed by the drafting committee of the National Technical Regulation on lubricants for internal combustion engines and submitted for approval by the Directorate for Standards, Metrology and Quality. The regulation was officially promulgated under Circular No. 06/2018/TT-BKHCN dated May 15, 2018 by the Ministry of Science and Technology.

Below, the Institute for Standards and Quality Development Studies (ISSQ Institute) would like to provide customers with information on lubricant testing under QCVN 14:2018 to help them better understand and select reputable service providers.

Subjects required to conduct lubricant testing under QCVN 14:2018/BKHCN

Enterprises required to conduct lubricant testing generally include organizations and individuals involved in the importation, production, blending, retail, and distribution of lubricants for internal combustion engines in Vietnam.

The kinematic viscosity grades of internal combustion engine lubricants must comply with the specifications declared by manufacturers (in accordance with SAE viscosity grades or relevant national, regional, or international standards). Additives used in blending lubricants must comply with safety, environmental, and health regulations and must not cause damage to engines or to storage, preservation, transportation, and distribution systems.

In addition, internal combustion engine lubricants circulated on the market must comply with current labeling regulations. For pre-packaged lubricants, labels must be clearly presented and easy to read. Labels affixed to packaging must be durable and must not peel off, tear, or fade during transportation. Minimum labeling content includes: product name (clearly indicating the engine type), name and address of the responsible organization or individual, origin of goods, volume/weight, technical characteristics (viscosity grade and performance level), instructions for use and storage, and warning information.

Conformity assessment and testing methods for internal combustion engine lubricants

For lubricants produced or blended domestically, conformity certification is applied according to Method 5 (type testing combined with assessment of the production process; surveillance through testing of samples taken at the production site or on the market together with production process evaluation).

If manufacturers or blending facilities do not apply quality assurance requirements under Method 5, Method 7 shall be applied (testing of representative samples and conformity assessment of product batches).

Testing parameters for internal combustion engine lubricants under QCVN 14:2018/BKHCN include kinematic viscosity, water content, flash point (open cup), foaming tendency/stability, calcium (Ca) content, etc.

Responsibilities of organizations and individuals

Organizations and individuals importing, producing, or blending internal combustion engine lubricants must declare applicable standards that are consistent with this National Technical Regulation and previously announced applied standards.

They must also carry out conformity declaration procedures in accordance with the requirements specified in this regulation.
