In 2015, the Government issued Resolution No. 36a/NQ-CP on E-Government. The Resolution required ministries, sectors, and local authorities to develop specific plans and roadmaps for implementing E-Government. Following this policy direction, the education sector has been extensively implementing E-Government throughout the entire industry.

Digital Transformation in Education and Training

Currently, the Ministry of Education and Training has organized numerous thematic workshops and training programs on E-Government in the field of education and training. Notably, the Project entitled “Enhancing the application of information technology in management and support for teaching, learning, and scientific research activities to improve the quality of education and training for the 2016–2020 period, with orientation toward 2025” was submitted by the Ministry to the Government. In addition, the Ministry issued the IT Application Plan for the 2016–2020 period and the Action Plan for implementing the Government’s Resolution 36a.

Alongside this, the application of Artificial Intelligence (AI) and Cloud-Mobile technologies is also being strongly promoted in the education sector. A typical example is the data-entry assistant integrated with voice-based score input for the QLTH.VN school management software. This solution helps reduce teachers’ workload in entering grades and evaluating students, while also contributing to the development of an intelligent education management system in line with the technological trends of the Fourth Industrial Revolution.

Application of ISO 21001:2018 (Management System)

However, in order to ensure the integrity of an educational system adapting to information technology application systems, thereby enabling rapid and convenient digital transformation, ISO 21001:2018 serves as a driving force for promoting digital transformation in educational environments while ensuring the integrity of the educational system.

ISO 21001:2018 is the international standard for Educational Organizations – Management Systems for Educational Organizations. It is a standard specifying general requirements together with guidance for use, applicable to all organizations whose objective is to support the development of competence through teaching, learning, or research, regardless of type, size, or delivery method.

When applied in conjunction with digital transformation in the education sector, the management system acts as a foundation for educational organizations to establish continual improvement and ensure conformity with the requirements of learners and other beneficiaries. Accordingly, it provides a common management tool for organizations delivering educational products and services capable of meeting the requirements and expectations of learners and customers.
